As per your issue description I understand that The Startup selection is on Selected Startup and you are unable to change it back to Normal startup.
1)Have you made any changes to the computer prior to the issue?
2)What is the error message?
Follow the methods for troubleshooting.
Method 1:
I would suggest you to restart the computer in safe mode and check if the issue persists:
Windows Startup Settings (including safe mode).
Method 2:
I suggest you to perform clean boot and check.
To help troubleshoot error messages and other issues, you can start Windows 8 by using a minimal set of drivers and startup programs. This kind of startup is known as a 'clean boot.' A clean boot helps eliminate software conflicts.

Apps :: Cannot Change MSCONFIG From Selective To Normal Start Up
Aug 30, 2015I have noticed in my fresh clean install of Windows 10 Pro, when running MSCONFIG that my system is set to Selective startup. If I select Normal startup and click Apply, it immediately defaults back to Selective startup again.
I also notice that one service under the Services tab is not selected - Geolocation Service. Here too, when I select it and click Apply, the check box is cleared again.
I have not disabled any start up programs. Only thing I did was uninstall MS Apps Get Office and Get Skype.

Performance :: Stuck In Selective Startup
Jan 10, 2016I was instructed to use Selective Startup to get Quicken installed (didn't work), and now I can't get out!
This is a laptop that has been stuck with the Microsoft account login (cannot fix it as other options are grayed out). I cannot login with my Microsoft login (says password is wrong), but I can get in using just the Admin. acct., with same password.
Using Admin. acct., I cannot get out of Selective Startup, most items are grayed out, or if I can select options (Enable from Disabled), then I get an error that things cannot be changed.

Why Does System Configuration Stick With Selective Startup

Msconfig Won't Save?

Msconfig - Service Running But Disabled
Aug 14, 2015Windows Defender is shown both running AND disabled. I have no third-party security or firewall.
I am unable to select this service here (msconfig)-(but rightly set as 'Automatic' in services.msc) nor am I able to set Normal Startup: on applying, all changes are cancelled.
I must have removed some needed startup program or app..?
HOWEVER, Windows Defender DOES start on boot and all is swell. No log errors except for Cortana, which is broke and shows a registry error, but that is another question, I think. In case it is not, here's the log:

MSConfig - System Configuration Changes Freezes Computer
Mar 31, 2016I have the very latest Build of Windows 10 Pro, but recently I have experienced problems with my PC’s general performance – I therefore decided to Run msconfig to then uncheck some 3rd party programs under services within the System Configuration Hiding All window services first.
What is happening is that when I disable all and then go about checking the 3rd party progs one by one, the 1st attempt to tick one of the programmes the system config freezes. I have to then reboot the PC but the same thing happens if I try and attempt to do this again.
if I try the same thing but booting within Safe mode the PC does not freeze – so my question is . can this action only be carried out in Safe mode ??
I have searched the internet for a few days now but cannot come up with an answer to this . if you are supposed to be able to do this under normal windows start up then I have a big problem with my OS but if this is a procedure that can only be carried out within safe mode then all is well.

MSConfig Boot - Can Only Boot In Safe Mode
Sep 29, 2015Over the weekend I upgraded from 8.1 (which was working perfectly) to Windows 10. Unfortunately, it had a few problems - namely that it would 'hang' at random intervals (5 minutes to 5+ hours). In an attempt to isolate what was causing this, I was advised to use Msconfig to do a clean boot.
Unfortunately, in the process, I have rendered my PC near-useless, as I accidentally ticked the box 'Use original boot configuration' under Selective startup. (I know, I know. I'm so cross with myself.) As a result, I am now presented with what looks like my old boot screen - offering Windows 7, Windows 8, Windows 8.1, Windows 8.1 with Media Center, but no Windows 10.
(I originally had Windows 7 on what is now my D: drive. I ended up dual booting with this and Windows 8, but I'm pretty sure the version of 8.1 - which I've just upgraded to Windows 10 - was a clean install. It's certainly on my SSD (C: drive).)
Anyway, by using Change defaults.. - Choose other options - Troubleshoot - Start-up Settings, I was at least able to bring up the screen that gives you Safe Mode as an option. This allowed me to boot into Windows 10 Safe Mode.
I went back to MSConfig and eventually found a way to deselect 'Use original boot configuration' (it was greyed out for a while). However, on restart, it still showed me the old options, i.e. no sign of Windows 10 Pro. It seems the only way I can currently boot into Windows 10 is via Safe Mode.
I've tried various things today - I tried to use Bcdedit to force it to look at the C: not D: drive, and I've tried booting with a Windows 10 DVD and using the Repair option (but partway into the repair process it starts thinking it's a Windows 8 machine again..).

Given that I can still - sort of - boot into Windows 10, the correct MBR/BCD/whatever must still be on my C: drive somewhere, surely?

Unable To Startup PC
Dec 24, 2015I'm unable to boot the computer. An Automatic Repair screen runs, then a Diagnosing PC screen. The Repair/Diagnosis fails and I end up on a blue screen that says the problem couldn't be diagnosed and provides options to 'Restart Computer' (which just leads into the same loop) or 'Advanced Options.' I hit 'Advanced Options', then 'Troubleshoot', then another 'Advanced Options', then 'Startup Settings' (on this screen there are also options for 'Reset System', 'Restore Previous Build' and others, all of which failed), then 'Restart'.
It routed back to the same blue screen 'Your PC did not start correctly'.
I don't have any startup disk. Do not have other pc to download software.
When I tried to reset the PC, was prompted 'There was a problem resetting your PC. No changes were made.'

PC Reboots Once After First Startup Every Day
Oct 6, 2015Once every day after first start up my pc decides to reboot, and it seems to be quite random at which time it reboots. Can be just when I enter windows or after 20 minutes. Then the power goes back on for a sec and it tries to start but then in an instant reboots again and then it runs fine for the rest of the day. I have not done extensive testing on different components and since I dont get a BSOD I dont really know where to start and since it only happens once a day I can only test one solution every day .

Desktop Startup After OS Update
Nov 15, 2015Upgraded to Win 10 a couple of months ago on Toshiba laptop. All was well until about 3 weeks or so ago, after an OS update. Windows will still startup to the desktop however a couple of seconds after the desktop screen appears, the default browser (Firefox in this case but did not matter which one is checked as default - have Edge, Chrome and FireFox) opens to an MSN homepage. Not really a HUGE problem as I can click and close it out but it is just an annoying issue. Have been virtually everywhere in the system and cannot find anything that will stop this. Have checked plugins, searched for malware, looked at task and startup manager and can find nothing that will stop.
The System Configuration Utility displays items that start with your PC. These items are generally located in one of two areas. The registry or in Common Startup.
Should you decide to prevent specific items from starting up you can uncheck them in the System Configuration Utility. Though this method is fine it is ultimately best to remove them from the source. To access the common registry locations of these items take a look in the following areas:

My disk usage has been staying idle/fluctuating at 100% for some reason (now its low and normal) so I was thinking of changing the 'startup', but not sure what one to do. Do I choose normal or selective? and if selective is better, what services do I choose?

If you suddenly got some unexpected behavior on your Windows 8 PC, then the first thing you should do is take a diagnostic approach by way of elimination. There are plenty of factors which can be the cause of issues like slowdowns, BSODs, freezes and even sudden reboots. The best way to detect what exactly is the cause of the trouble is to perform a clean boot. Using a clean boot, you can find if the OS is damaged by some third party app or a bad driver. By preventing them from loading, you can exclude the influence of these two factors.

To perform a clean boot, you need to perform two steps.
First, we will check if any third party application is causing the issue. If you disable all third party apps from startup, it will help to eliminate software conflicts.
Press the Win + R shortcut on the keyboard. Type msconfig in the Run dialog and click 'OK'.
The System Configuration utility will appear on the screen.
Go to the Services tab and tick the Hide all Microsoft services checkbox. This will show only third-party services. Click Disable all to disable them.
On the 'General' tab, click to select the option Selective startup, and then uncheck the Load startup items check box.
Now you can close msconfig.
Tip: If you are pretty sure about some app which runs on startup that's safe to run or is essential for your PC, then instead of using Selective startup, you can disable or enable apps individually via the Task Manager in Windows 8.
Open the Task Manager. In the Task Manager window under the Startup tab, right click on each startup item which is enabled and select Disable.
Restart your PC and see if the problem is gone. You can turn on each app one by one and services individually afterwards to find exactly which app is the cause of your issue.
Such diagnostics can be definitely helpful in finding issues related to third-party apps.
The second step is a Safe boot.
You might need to enter Safe Mode for several purposes, i.e. to troubleshoot some issue with drivers. Ferien in frankfurt download sites. If you system runs perfectly in Safe Mode, then it's a good idea to review your drivers and check for updated versions on Windows Update or from the hardware manufacturer's website.
